The result lifts Spurs four points clear of fifth-placed City and allows them to seal a top-four spot for the first time since the Premiership was formed in 1992.
City entered the game knowing that a win would likely be required to snatch four place, and Carlos Tevez caused some early problems for the Tottenham defense.
However, the best chance of the first half fell to Spurs after 18 minutes when Gareth Bale's free kick was headed against the post by Crouch a few yards from goal.
Ledley King had the ball in the net a few minutes later, but it was ruled out for a foul, while City's Adam Johnson forced a good stop from Spurs goalkeeper Heurelho Gomes with a shot from 25 yards.
Tottenham began to take over a bit in the second half and Fulop did well to tip a shot from Jermain Defoe past the far post before he used his legs to stop a close-range header from Crouch.
However, Fulop was caught off guard by the deflected cross from Kaboul and Crouch was left with a simple header to send Spurs into the Champions League.
The other match on Wednesday saw Stoke City record a 1-0 win over Fulham as Matthew Etherington scored in the 83rd minute for the Potters.

The 2009 AP NFL Offensive Rookie of the Year odds have been released and Denver Broncos' running back Knowshon Moreno has been made the opening favorite.
Moreno was selected in the first round of April's NFL draft and is expected to carry the rushing load for the Broncos this season. And with Jay Cutler now in Chicago, Moreno might be expected to be Denver's entire offense.

Everyone was shocked when Al Davis took Heyward-Bey with the eighth overall pick in April's draft, but the kid has a tremendous amount of talent and if quarterback JaMarcus Russell takes the next step this year, the former Maryland product could blossom. Plus, Heyward-Bey will be looking to prove the people wrong who said Oakland should have taken Michael Crabtree with the No. 8 pick.
